South Carolina’s workforce is facing a crisis. Businesses can’t find enough workers, hospitals are short-staffed, and our schools need more teachers. H.3211 is a common-sense solution that will help address these shortages—but we need lawmakers to hear from the people who are directly affected.

That’s where the RAP Index comes in.


The RAP Index is a survey tool that helps us identify who in our network has personal or professional relationships with South Carolina legislators. It allows us to strategically mobilize the voices that lawmakers are most likely to listen to—people they already know and trust.

We know that advocacy is more effective when messages come from credible, familiar sources. If a legislator hears from a business owner they’ve worked with, a healthcare provider in their district, or a community leader they respect, they are more likely to engage with the issue. The RAP Index helps us uncover these connections so we can make our advocacy efforts stronger and more impactful.


We need the right messengers delivering the right message to the right decision-makers.

By using the RAP Index, we can:

  • Strengthen our message by ensuring that lawmakers hear from voices they trust.
  • Make advocacy simple and strategic—instead of sending generic emails, we can connect the right people directly with legislators who are most likely to listen.
